The management of the Capacity Building (6000) component was jointly performed by the German Society for International Cooperation (GIZ) GmbH and the Institute for Environment and Human Security (UNU-EHS) of the University of the United Nations.
Sub-component 6100 (academic programme, technical training and workshops) was realised by UNU-EHS and InWEnt (now part of GIZ). Sub-component 6200 (strengthening of infrastructural and organisational structure) was performed by the Federal Institute for Geosciences and Natural Resources (BGR), while sub-component 6300 (disaster prevention in 3 pilot regions) was implemented by GIZ. For the realisation of work package 6000 (Capacity Building), a detailed operational plan was formulated with the three above-mentioned sub-components.
Prior to starting the project, a situation analysis made it clear that one of the main challenges for Capacity Building would be to implement the technologies, models and instruments developed in Germany with the existing personnel capacities of the operational institutions in Indonesia. Necessary training measures were achieved with scientific and technical training courses in Indonesia and Germany, e.g. with train-the-trainer programmes in Indonesia and with PhD and PostDoc programmes.
In order to ensure this specific coordination and implementation, a Capacity Building Unit (CBU) was created for this purpose in Indonesia. The tasks, structure and manning of the CBU were jointly coordinated in terms of content. The CBU was supported by all participating institutions (GIZ, BGR, InWEnt (now part of GIZ) and UNU-EHS). The CBU particularly had the purpose of linking and transfer between the three sub-components. Another task of this unit was, for example, to develop and supervise courses for the training and advanced training measures in cooperation with the German specialist institutions, as well as supporting the pre-selection of suitable PhD and PostDoc candidates.
The Indonesian partner organisation for the institutionalisation of the CBU was RISTEK. Qualified staff for manning the CBU also came from LIPI and additional institutions from the early warning field, such as BAKORNAS (now BNPB). The integration of the CBU into the organisational structure was specified by the "Grand Scenario" of the Indonesian TEWS (InaTEWS). In addition to the employees of the partner organisations, an external specialist provided the CBU with support and assistance.
